WS III: New visions and ideas for Open Data and Governance

Public and private bodies retain, maintain and continue to acquire a wealth of information and content. To the degree that this information is in digital form, and given the pervasive nature of ICT technologies, the value of open data as a resource is constantly increasing. A large potential of exploiting open data is remaining untapped, waiting for innovative applications to create added-value by reusing the datasets that are offered today in new and exciting ways.
In this session we will present some ideas for the ENGAGE project sustainability, debate on the success of existing open data portals and catalogs, identify their weaknesses, comment on existing and future funding and governance models investigating both top-down and bottom-up approaches, and finally we will attempt to draw the landscape of the open data market in the next decade.

    Open Data is emerging as a new global trend in e-government.
    Promoted by a combination of multiple policies, projects and initiatives, more than being a technological approach Open Data is an attitude, consisting in enabling a consistent support to consult, retrieve, use and reuse information (data) that was previously locked up in hidden documents and arcane backend systems.

    As a direct effect, countries and organizations worldwide are multiplying their initiatives to open up data that was previously locked up in government archives and private back-end systems.

      • Allow rich, machine-understandable meta-knowledge can be created by non-experts

        OpenData becomes most useful if using it is near zero-cost/zero-effort - this becomes possible if machines can access and combine it autonomously, but this needs meta-knowledge. It is urgent to allow ordinary (domain expert, not "data expert") users to furnish this meta-knowlegde

        • OpenData community should adopt as few access APIs as possible

          The fewer new pieces of code developers need to write to use OpenData, the better. Candidate APIs include SPARQL query, OAUTH authenticated REST over https, etc. Progress will be faster if few APIs are adopted, and they are well supported by code examples/libraries.

          • Full scale Open Data and Collaborative Governance "Experiments" in selected societies

            Projects and attempts targeting the analysis of a "full cycle" from policy setting to implementation and monitoring, making advanced use of collaborative governance means (e.g. open data, e-participation, e-voting, etc)
